This is bad (I think)? I'm done with the computer and click on Shut Down. It appears to shut down right, and then within 3-5 secs, it starts back up again. Help!

On the assumption nothing strange is going on i.e. the PC has become faulty, go into the control panel under power options and check everything is set to what you want it to be. If all seems OK may be a good idea to run a good malware program in case you have picked up something - MalwareBytes is a good start.

Thanks, I researched somemore and followed some other advise and the one that worked for me was to reinstall the BIOS. Question, if this corrected the problem, would it then be a fault in the hardware or software?

Click Start then right-click Computer and choose Properties.

Click Advanced System Settings to open System Propertties.

Click Settings in the Startup & Recovery section and uncheck Automatically Restart then click OK.

When the problem re-occurs, your computer won't shut down and you should receive an error message which will give you some idea of what the problem is.

I tried that and to no avail and there was no error message as well which made it even more harder to figure out what the problem was.

BIOS resides on the mother board in a read-only chip although in some later systems it can be modified without changing the chip. So it is actually in hardware. Some problems can be fixed by just going into the BIOS (F1 before the OS starts) and resetting it back to default settings (F9 from memory).
