Configuring POP and SMTP settings for "classic" Outlook.com

I posed this question in another forum and the response was some gobbledygook about "configuring your connected accounts." I'm hoping for a better answer here.

I have an Internet Service Provider that allows me to use its Web mail to send and receive mail. I would like to use Outlook.com instead of the ISP's Web mail. Microsoft's instructions at http://*******/2G1TQsQ don't tell me where or how to apply the settings so I can begin using the program. The issue is not determining the settings, but how/where to apply them in Outlook.com. Can you advise me?

Outlook might set up your profile automatically. You may not need to know anything with regard to the specific settings. That's what Thunderbird does when you add a new account.

But if you are going to set them up yourself, choose to set up the account "manually" rather than automatically.

Yes, it's Outlook.com, not the Outlook client. For me Outlook.com does not set up by itself--the inbox remains blank. I am fully comfortable with manual setup and can apply the correct settings--but I don't know where to enter them. That's why I'm asking this question.
