i wish to be able to connect directly to another computer without using the net, a way to do it that will not use any of my download data or the data of anyone else, like putting in an IP and connecting so that we may share files, a step by step tutorial would be very helpful

With out the net? What you're asking for is not possible unless you have access to satellites. Which I'm pretty sure you don't. And even then you would need to do it via the network card. That's how computers can communicate to each other. Short of them physically together with USB as mentioned the network is the only way across large distances.
