What kind of theme? Is it a 3rd party custom theme or the default theme?
Look in C:\Users\YOUR USERR NAME\AppData\Local\Microsoft\Windows\Themes
AppData is hidden use step #3 to unhide it http://www.sevenforums.com/tutorials/56005-file-folder-hide-unhide.html copy theme to other account
