I underestand that power consumption of PC while it is sleeping is negligible. However, cpu fan of my desktop pc never goes to sleep so that I do not want the machine left turned on over-night because of the fan noise and longevity concern. I wonder if the cpu fan is supposed to stop spinning while the system is in sleep mode.

It is supposed to keep spinning. Sleep mode leaves the CPU on, which means it still needs cooling.

Hibernate turns it off.

This is just an idea.

There is a setting in power managment that allows you to set the CPU cooler as active or passive, maybe try setting it to passive and see if that helps.
I believe its there for laptops so that when plugged in to the mains its running at full speed and when its on battery its variable.
Sorry, i might have got some of that wrong but its definitely there.

I have found that it can be done. Not only the cpu fan but also all other fans including system fan, hdd cooling fan, psu fan and all LEDs are shut off completely. The powers to CPU and RAM are turned off. The system can wakes up instantly when I wanted. This is exactly what I wanted.

The trick is in BIOS setting: ACPI Suspend Type in Power Management Setup(Mine is AWARD bios, they may slightly be different for your bios) was set for S1(POS) by default, and I changed it to S3(STR). That's it.
