CPU Cooling

Hi i have an intel core 2 quad 6600 stock speed at 2.4 with stock fan i want to change that stock fan with a new cooling system(low budget).in 34c room temprature i get 63c idle with stock (no dust all cleaned)
So i want to ask:
COOLERMASTER RR-TX3E-22PK-R1 HYPER TX3 EVO
or
THERMALTAKE CLP0600 CONTAC 21 CPU COOLER
how much will go at idle with 1 of those ?

That is hard to answer without knowing what case you have and what fans you have in that case.

The Q6600 was always a bit on the warm side, but if you have decent airflow in the case then with one of those coolers I don't think it should idle at more than 45C.

its a mid tower case with 120mm fan infront and a 90mm fan back down the psu
even the 34c room temprature would keep at 45 c idle?

Well that is not many fans, and it is a very hot room, how do you bear that heat!!

But even so, at idle the CPU is doing nothing, so the temps should not be massively higher than the room temp.

We need to know the make and model of case so we can recommend a CPU cooler that will fit in it.

As a general rule, I recommend this for an aftermarket air cooler. Cooler Master Hyper 212 Evo. With that, you will need some thermal paste to go along with it. I would look for a CPU cooler with at least a 120mm fan or better. There is no reason for a smaller fan in a modern computer in my opinion(except very special circumstances). The smaller a fan is, the faster it will turn and the louder it will be. The best size for a CPU cooler is 120/140mm.
