Let's go back in time. I'm building a "frankenstein" system from old parts (new PS, SSD, and HD); board is an old ASUS with 8gig RAM, will run Win7 Pro x64, GTX950 vid card; has AM2 socket and I have an Athlon quad 3gig and a Phenom2 quad 2.3gig; all else being equal the Phenom is obviously the choice, but would the sheer clock speed of the Athlon outweigh the tech superiority of the Phenom? I'm mainly interested in single core performance for older games.

I don't know how to answer that. Even though I play games on all my computers I judge computer's overall speed rather than single core performance. The problem is that besides the CPU the motherboards chipset makes as much of a difference,

I found Computer #1 to be much faster than computer #2. Having a much better motherboard chipset, CPU and GPU really made a big difference.

Computer #1
MBD: Gigabyte GA-990FXA-UD3 rev. 1.0
CPU: AMD FX-8350 (AM3+)
RAM: GSkill F3-12800CL9D-8GBXL 8GB(2x4GB)
GPU: ASUS ROG STRIX-GTX1060-6G-GAMING
DRV1: SAMSUNG 870 EVO 1TB (2.5 Inch SATA) Windows 10 Pro
DRV2: SAMSUNG 870 EVO 1TB (2.5 Inch SATA)
DRV3: SAMSUNG 870 EVO 1TB (2.5 Inch SATA) Windows 7 Home

Computer #2
MBD: ASUS M4N82 Deluxe
CPU: AMD Phenom II 960T X4 (AM3)
RAM: Corsair TWIN2X4096-6400C5 DDR2-800 8GB(4x2GB)
GPU: ASUS ENGTX560 DCII OC/2DI/1GD5 1GB
DRV1: SAMSUNG 870 EVO 1TB (2.5 Inch SATA) Windows 10 Home
DRV2: SAMSUNG 870 EVO 500GB (2.5 Inch SATA) Windows 7 Pro

I started losing video with Computer #1. I narrowed it down to either the cpu oe motherboard. It was noticeably faster than Computer #2. I was upgrading another computer so used the spare motherboard, CPU and RAM to rebuild Computer #1.

Computer #1 Rebuild
MBD: ASUS PRIME X370-PRO
CPU: AMD Ryzen 1700X (AM4)
RAM: Corsair Vengeance LPX 16GB(2x8GB)
GPU: ASUS ROG STRIX-GTX1060-6G-GAMING
DRV1: SAMSUNG 870 EVO 1TB (2.5 Inch SATA) Windows 10 Pro
DRV2: SAMSUNG 870 EVO 1TB (2.5 Inch SATA)
DRV3: SAMSUNG 870 EVO 1TB (2.5 Inch SATA) Windows 7 Home
