Solved cpu running faster when loading programs?

Hi.
I have a question. Recently I bought a new pc and I observed that when opening a program or playing a video on youtube or anything else the cpu is running faster and after opening it gets back on running slower.
Is it a good thing or a bad thing?

It's normal and it's a good thing. The system dynamically varies the CPU frequency based on system load, which is an optimization on bos energy consumption and heat generation. When the CPU is mostly idle it lowers its pace and then speeds up when doing CPU-demanding things.
This is also why the computer cools down when doing nothing and why it tend to overheat when running very demanding programs.

Ok. But I have an intel i3 4170 and when I play a video on youtube can happen to jump from 10% or 5% when idle to even 40% or 50% but it comes back to the initial status. So you think it is ok?

Again normal. CPU usage is little when doing nothing, but watching videos require CPU time for decoding it, usage that ceases when it ends. The exact numbers of course varies but in advance I don't see anything strange in those numbers.

While everything Alejandro told is correct, I prefer to run a High Performance power plan (100% max/min processor states - meaning CPU always run at max speed). I find this to give the smoothest experience.
