CPU running high even in resting state

Recently my laptop is running a high CPU load even with a minimal amount of apps open. Usually between 25 and 40 percent. 10 minutes later it can sometime4s drop to at <10% with nothing changed. AVG finds no problems, what should I try next? I'm running a Dell laptop with Win7 and 4gigs of RAM

In Start :orb: type in resmon and hit enter, Resource Monitor will open. Click the CPU tab and it will display what processes are using the CPU.
