decryption access denied for administrator

Hi All

in window 7 x64 I have an folder encrypted. I exported the encryption key and it worked from other account when to imported the key. Later the account encrypted it get corrupted so I deleted account but the profile folder is not deleted.

Now I logged in as administrator and try to decryption the whole folder and files in it. The folder is decrypted
but the files access is denied. I imported the certification by click the certificate key or use certmgt.msc. I also find the .pfx file to import it. None helped. I also recreate the olduser account, copy everything from saved profile in to it except ntuser.dat, neuser.pol and ntuser.ini. No success.
