Dell Inspiron 1564 Web Cam Central Malfunction (windows 7)

Hi,
Everyone!

Please don't mind guys,this is my repeat complaint about web cam.
since i bought this lappy,web cam doesn't operate as it should,every time i have to
fiddle the lid multiple times until video starts streaming,and every time its shows
unsupported web cam,so i tried to update,uninstalled,installed different types of v ersion like,1.01.05,1.4o.35.2.00.46 uninstalled driver from device manager,update driver,still no luck.
Right now on 2.00.46 version of web cam,whenever i start web cam,this message appears on screen of web cam on video recording

FAILS TO START VIDEO RECORDING.THERE MAY BE PROBLEM WITH VIDEO CAPTURE
DEVICE OR AUDIO RECORDING DEVICE.

I'm really tired and worried about this problem,as i cannot video chat in skype.
it would be great if someone knows what causes this to malfunction from it.
