dell recovery & restore key

I bought and received this dell recovery & restore usb key and it attempted to work the first time I used it but did not recover or restore my system. Now when I use it tells me "errors were found that prevent us from continuing with the recovery process". I always receive this message on my black screen that says missing operating system. I upgraded to windows 10 but waited to long to revert back to windows 7 so I wiped my drive clean to be recycled. Should I purchase and reinstall windows 7 or is it hidden in my drive somewhere?
