Dell Windows Vista OEM to Windows 7 Upgrade

I recently bought a DELL STUDIO 1555 on June 12.
Since Free windows upgrade is for the systems purchased after June 26 i am not getting a upgrade.

I am from INDIA. I contacted Dell Customer Service here. They said i cannot purchase it from them also. Actually they had very less information about Windows 7. All they just said is that since my system is bought before June 26 i am not eligible. They had no further information about it.

I have Two Questions
Q1. Why Can't i purchase OEM version of windows 7 from DELL?

Q2.Since my laptop is shipped with OEM version of WINDOWS VISTA HOME PREMIUM 32 BIT SP1, if i purchase a WINDOWS 7 HOME PREMIUM UPGRADE PACK from Microsoft / Amazon etc,.
Can i install it on my machine ??

Can i install WINDOWS 7 by formatting C Drive or should it be installed over Vista ??

Windows 7 OEM is not available yet, so they probably cant comment on it yet. Not sure if you can upgrade from an OEM using an upgrade pack, unless it comes from the OEM itself.

windows 7 oem will be available only after windows 7 is released after OCt 22..but they should have some information since microsoft has already announced the prices..

I know its a wrong forum to discuss about DELL

Anyway if can anyone else confirm regarding the upgrade pack installation over OEM it would be helpfull

OEM comes out the same time as Retail. OEM's get their copy in August though, they just cant release it till Windows 7 officially comes out.

Q1. Why Can't i purchase OEM version of windows 7 from DELL? You should be able to buy OEM from several other shops> Im not sure but Dell, Gateway and other OEM builders use to place SLICs in there bios, so that you had to use their Version to update. (I'm not sure any more.)

Can i install it on my machine ?? That depends if your BIOS settings require the SLIC be on the DISK. see #1.

If you buy a Clean (non-slic) OEM from Tirgerdirect-Egghead, Amazon, etc etc, yes you can clean install. the upgrade depends again on how DELL made the BIOs requirement.

Hows about some of you DELL fans, Does Dell still require the Disk have (hidden Dell info required) or can he use any version to upgrade.
