Denied Formatting a partition

On my second hd, which does not have any OS, I am trying to format a partition so i could install win 10. I get a message that it cannot do so cause its in use. How is it in use? Its just a hd that had some files that i had saved in the passed. It was prior setup as a active,primary drive. The fact that those files were there must mean that it was formatted previously, right?

"...active, primary drive..." what is that 2nd HDD now set as? If the Active flag has been removed before you posted, then, I have no answer. I will listen in and learn from others.

A partition set as Active means that should have System files.

Please post a Disk Manager full window image. Expand the columns so we can read them.

No, in dsk management its shown as Healthy,Active,Primary. My puzzlement is with the message that i get when i set to reformat that it cannot do so cause its opened. I made sure that explorer was closed.

Use diskpart to set the partition as non active then delete the partition then create a new and format as you like.

Like I said in my OP, when they announced that we could download for free win 10, I went through the process of just doing what they suggested at that time, I either downloaded it or just updated it, if that makes any sense. and since then I have been updating each time they recommended and only 2 weeks ago I updated successfully the 21h1 version until its now unbootable and that is why I am considering doing it on another internal hd which is Disk 0. Maybe that is why it eventually got screwed up. Now, you can see that both E and G are both active,primary partitions, so I do not believe it needs to be formatted to begin with. I recall in the good old days, in Dos, when windows got corrupted, we could always see the directory of that version, but I do not know how I can see the directory of the win 10 that i had. If i do reinstall Win 10, I would like to get rid of the old version for needed space. Yes, win 7 and 10 were on Disk 1.

To install win 10 on disk 0 (E: and G
- Shut down and detach (power or SATA cable of) disk 1 (that has now Win 7 and 10) - VERY IMPORTANT
- Boot from the Win 10 installation USB drive, go to install and delete ALL partitions on disk 0 till you have one and only one unallocated space then proceed. If you don't want to use MS account, don't enable updates or connect to the internet during installation.

Once win 10 is installed and working on disk 0, shut down and detach disk 0 (power or SATA cable of) of new win 10 and attach disk 1.
See if you can boot Win 7 on disk 1

You can see the win 7 or win 10 directory by running Explorer.

Focus on installing Win 10 on disk 0 and then we will clean the win 10 on disk 1.

Would your suggestion take care of all the setting up the dsk? I tried in Dskmanagement to add volume and i was denied. It told me that the partitions maybe corrupt, so do a chkdsk. I did and chkdsk told me access denied as you do BTW, i am including an image i took with diskpart last night.not have sufficient privileges. You have to invoke this utility running in elevated mode.

I did it on my own with Diskpart to see if win 10 showed up. I intend to do what u said in part 11. But i was greeted with all of those negative messages i received when i tried to add space. You obviously ignored what i said there. Does this mean by doing Part #11, it would take care of all that negativity?

I have been having a hard time getting my Bios to accept my usb drive. I have every usb button enabled and yet it won't show me a usb port. I saw my thumb drive lit up as it was being set up for a bootable usb, so there is nothing wrong with the drive. Asus is hard to get through on the phone and they are in the Pacific coast and i am East, so the difference in time.
