Desktop shortcut to "new toolbar..."

I'd like to create a new shortcut to "new toolbar..." but cannot find the path to "new toolbar..."
I'm referring to this item: right click taskbar > toolbars > new toolbar
I also tried right clicking "new toolbar..." but that doesn't provide the path
