I have exactly the same problem and same symptoms with one of my two 9800GT.
Install the new drivers 196.21 and in about two days I boot with the screen at 800x600. and entering the setup I see small red dots across the screen just like you.
I use two 9800GT in SLI mode and one of them works fine and the other makes me exactly like you.
I try to put a single 9800 GT, the turned around, but one of the 9800 works at times and then unconfigure.
I have two possible theories:
1 - 196.21 drivers damaged my 9800GT
2 - 196.21 drivers on nvidia's website said he had a problem with overclock and nTune application which I use to set my fan cooler to 60% to maintain temperature, and the driver will not let me do it, so it got too hot some component of my 9800 and it hurt.
I now use the 196.34 beta drivers as my 9800 version but did not return to work.
if anyone has any clues or know that part of the 9800 may have been damaged, please to comment on the forum.
