Disable/enable Desktop BG from Command Line

I currently have a Bat file (that I converted to exe called "kill start") set up that disables all my "extra" processes, and fires up a video game (i have one for each game), launches my Voip program of choice, and logs me in etc. That way I only have to hit one hot key and I'm good to go. Another hot key (and another exe runs called "rez start") my game/voip close, and my other processes start back up again.

As you can see, I've put a lot of work into being lazy :D

The one thing that gets me is I'd like to disable the desktop background slideshow as well. (and have it start running again when i launch the second exe)
No idea how to do this using the command line. I suspect the use of powercfg, but I can't figure it out.
Any ideas?

P.S. Bonus points for figuring out how to set fans on max speed instead of variable speeds with kill start. And back with rez start.

You can play with SpeedFan settings, but I don't know if you can trigger a fan profile with your bat file. They are usually triggered by temperatures, but that may serve your purpose as well?
