I have turned off most of the annoying system sounds (by switching to "none"), but I'm still getting an unnecessary octave chime (low to high) when I click on a pdf link on a web page, and request that it be opened. The chime sounds when the pdf opens up. I use foxit reader. I've tested all the system sounds on the list and none of them sounds like what I hear when the pdf finishes downloading and opens up.

"Sounds" like something in foxit reader. Check the available options in foxit reader and see if there is one for sound. Its not a regular Windows system sound, and if you have system sounds "none" then it has to be something that is generated by the program.

The sound occurs when the downloading of any file is complete. I found a place to turn off the sound in my downloads manager (S3) add-on. Thanks for answering -- even though you didn't hand me the solution on a platter, you got me thinking productively again.
