Dnldstr_Aggregator Downloader: Is a "corrupt dll" (see attachment)

I have tried to go to cmd.exe on the Dell laptop Win 7 64bit, I am repairing, to run sfc.exe / scannow but I do not have Administrator permissions to run.

Q1. How do I get Administrator permission? or

Q2. How do I replace this dll with a working copy (my desktop system also runs Win 7 64bit)?

0/S had crashed and this was repaired by using a Recovery disk from Neosmart.

SIMPLE INSTRUCTIONS in each case for this newbie, please :o
