Dock Clock is Constantly Incorrect

As the title reads, my clock is constantly incorrect. I've adjusted it manually five times now and each time it falls behind by hours. The most recent time I adjusted it was at 3:11, and after I come home from work and it says the time is 3:53 (it is actually 7:50). It is set to the (UTC-05:00) Eastern Time (US & Canada).

This began last Sunday and I have no idea why nor can I find any solution.

It is set to synchronize with 'time.windows.com' - but earlier today I had no internet for 5+ hours and the clock still fell behind. I also cannot adjust this setting because of this error message I receive: "Unable to continue; You do not have permission to perform this task. Please contact your computer administrator for help." - I AM the computer administrator.

i would start by replacing the cmos battery on the motherboard. is the time correct in bios?

I tried the first step in your link and got the reply "The service name is invalid. More help is available by typing NET HELPMSG 2185." And after asking for more help it tells me that service name is also invalid.

Then, after entering "w32tm /resync" it sent an error code #0x80070424 and said the service does not exist as an installed service.

The CMOS battery is only for when the computer turns off, correct? Because I did not turn off my computer for the duration that I was at work; it was on standby the entire time. If I'm incorrect then that might be the issue.

I will check the BIOS time tomorrow as I'm getting off for the night now.

I just noticed that my clock is now 3:15 since posting (8:12 real time). I'm wondering if the hour hand is not updating? It is three minutes ahead just like earlier. How could that be possible?

Alright, after doing the Fixit it fixed a couple problems but was unable to fix an error #8024402C. The clock is still incorrect, and I have confirmation that the hours are not updating, but the minutes are also too fast.

And, anytime I run the "w32tm /resync" command it claims it cannot resync because the required time change is too big...regardless if it'd only be a minute of an adjustment.

Thank you for all your ideas though.

I checked the CMOS battery voltage through the BIO menu...and it's running like new (3.3V).

I was really excited because I thought that fixed it...but it didn't.

It seemed to have fixed the minutes on the clock...as that hasn't gone out of sync again for the past two hours; however, the hours only changed for the first hour then became constant again.

Scan with Malwarebytes Anti-Malware free if you haven't already - enable rootkit scanning too (Settings - Detection)

Tried setting the options that gave you errors before? Also try restoring Windows Time service defaults - link should be in previous page

I restored the windows time service defaults already, but if you think I should restore them a second time I will. The malware scan is running now and hasn't found anything yet (it's running through files now and is almost done but I have to leave for the night).

If this is a desktop computer, then the battery is probably only used when there is no power being supplied to the power supply unit. Even if the computer is "off", there is still power on the motherboard. If this is a laptop, then things might be different.

It would help us to help you if you would fill out your system specs via these steps:

Maybe your real time clock circuits are bad. If we knew the system specs, we might be able to tell you how to test for that.

Alright I've redone the previous fix-it and the clock has been re-synced, but the minutes have already fallen behind again within 5-10 minutes.

I ran the Sfc /scannow and it said it found corrupt files that it could not fix. It told me to check the log but I'm not sure what I'm looking at here. I've attached the log though.

I did not look thru every line of that CBS log file, nut I did see entries related to KB3068708. That KB will cause SFC errors which can be ignored.

If you want, you can...
...restart the computer (if you have not done so since the last SFC)
...uninstall KB3068708
...restart the computer again
...run SFC/SCANNOW again.

If SFC is all clear, then let Windows Update install KB3068708.

Yeah, sfc result is clean. I believe I have exhausted all the possible fixes I can think of.

Perhaps it is time you should consider a Repair Install - http://www.sevenforums.com/tutorials/3413-repair-install.html.
In short: Windows Update/device drivers will be reset and need to be re-installed. Programs and data will be untouched.
