Does not load Windows 7

Hi there, when I turn on my other computer it does not load Windows 7, it just loads and loads forever. I have tried going through safe mode and all the like, and it only brings me back to that windows screen that loads forever. I have tried startup repair and it brings me to a windows background, the resolution changes and it is just a white cursor in front of the windows background forever. I created a system repair disk and it brings me to that same windows background from Startup Repair, after about 20 minutes it asks me what language I speak and then the disc stops spinning and it stays that way forever. Help please
