Does Windows Explorer ignore drive settings?

Hi all, again. I'm running Win764 Ultimate, and attempting to use the built-in Explorer software to burn a DVD-ROM. When I drag the intended files over to the designated DVD-ROM Drive, it copies them to a "temp" location on Drive C:\. This is a Dual Layer DVD+R recorder and disc, so we're talking 8.5GB capacity (6.6 actually to burn).

Being someone who, naturally, attempts to keep as much off of Drive C: as possible, I checked out the "properties" of the drive (by right clicking on the drive root entry on the left panel in Explorer). One of the tabs is "Recording" On that tab, I can "select a hard drive with enough Free space to store the files temporarily, that you wish to burn." (see attached).

It was set to C:\ by default. I changed it to a different drive letter (a "scratch" drive that acts as temporary disk space for me. It is much faster, actually (a SATA III drive in a the only SATA III socket on the MB). It's lightning fast, otherwise. I saved the setting. I noticed that Explorer created a temp directory on that drive for DVD burning. I then rebooted the machine.

However, when I attempt to drag/drop more files on to DVD-ROM drive, it still copies them temporarily to drive C:\, ignoring the setting I have in place. I checked, and sure enough, it's still shows as being set to my new H:\ scratch drive, but it doesn't behave that way.

Am I missing something here, or does Explorer seem to have a mind of its own? Is there any other setting I can change to make it do what I ask? Do I have to be a "local admin" to make it work (the Account I'm using is an "Enterprise Admin" account from AD on my PDC). Perhaps, a "security policy" setting that needs changing?

Anyway, all help greatly appreciated.

I've never gotten WinXP, WinVista or Win7 built-in burning to work with D/L discs so use Roxio Easy CD and DVD Creator, got it from Wal*Mart for $30. The free CDburnerXP may be able to do it. It does work with WinVista and Win7, probably with Win8/8.1.

It doesn't really affect my ability to burn the DVD-ROMs. They do burn, but it's very slow to copy to the "temp" storage area. The greater concern though is why, when I change the setting on the DVD-ROM drive, (and the setting indicated that I did) Windows 7 ignored it and kept writing to Drive C:\ for temporary storage... :huh:

The best I can think of is when you reboot the system goes back to default.
I do believe that is the way it is intended to work.

If it did, it did *not* indicate so in the tab which I uploaded (see the attachment in the OP). When I made the change, I tried to burn before I rebooted and, although it indicated that I changed the setting, Explorer continued to use C:\. After rebooting, I checked the setting again and it indicated the change I made. Still, it ignored the setting and went right ahead and used C:\

I do believe that is the way it is intended to work.

Then I'd wonder why they bothered to include a setting in the "Recording" tab if it was intended only to use C:\ for temp storage....

Did you try to click on "Global Settings" and set it there?

When I click on "Global Settings," I get the attached Window. It doesn't seem to permit me to make the setting there.

Update: One thing, perhaps I should have mentioned earlier...

This particular desktop is "Bitlocker" enabled with "Tri-factor" authentication (ie. TPM, PIN, and passcode sequence) on all local drives, except the scratch volume I mentioned initially. I am wondering if perhaps the security policies set to enable Bitlocker might be a factor.

If you think that might be part of the issue, please tell me why or where in the security policies I might look. I really don't know where to start there.
