Why some times at windows explorer the win7 sp1 ultimate DOESN'T auto refresh?

I don't think Windows Explorer always auto refreshes. Sometimes it just auto updates and and leaves updated items unsorted.

If it work normally then yes windows explorer always must do auto refresh.
