downloading and cpu usage

I have nforce2 baced MB with sempron at 2GHz and 2GB Ram. The problem is, when I am running some prog, e.g. winamp, and start to browse, cpu usage "flies" to 100%, and music starts to slow down, when page is loaded, everything goes back to normal. Winamp is just an example. However, in a few ocasions, the problem has resolved itself unexpectedly on its own.
Normally my dwnld speed is 1,2MB/s, but with this problem won`t breach treshold of 320KB/s.

Any idea?

You are pretty thin on memory so I suspect it isnt helping the situation but I suspect it is a networking issue.

Are you running homegroup?

Can you tell us more about yoour network set up?

I don`t think it is network issue. I am running network, not homegroup. The problem is not persistant, sometimes it is OK, sometimes it is there. On a few occassions it has been resolved after a few opening and closing of IE8. BTW, no matter what browser I use, "eating" of CPU is there (100%). I am affraid that main reason is obsolete MB and CPU...
