Downloads stop at 99%

Hello Friends,

Greetings to all !! This issue "downloads stopping at 99% and failing to resume" is a popular one.
But i have experimented all the "possible" solutions that i found on different sites over the web.
1. Some of them are disabling the antivirus, updating the drivers, IDM etc.
2. Since the downloads fail due to "timeout" error, I used the SG TCP Optimizer to check if it
helped.
3. I also installed some Hotfixes from MS - KB2735855, KB2750841 & KB2789397.

To my dismay, the problem still exists. I still guess the problem is something to do with the OS,
rather than application level. Has a feasible solution on earth been found for this problem ?
Please help guys.

Here are my system specs :
OS : Windows 7 Ultimate SP1 64-Bit.
Internet Explorer 8
Firefox 40
IDM 6.25 build 23
Kaspersky Internet Security 15.0.2.361(f)

Hello,

1. Run "Disk Cleanup, delete your temporary internet files or Reset IE-11 to default.

2. Use a different Browser to see if it is a Browser issue or something else.

3. Try using another computer on your Modem/ Router, to see if it will download.

4. When you download, select "Save As" then try to save to the Desktop.

I have tried that. It's not only happening with IE or Firefox. It happens with IDM too.

You could try removing IDM. Reboot and try your downloads again.

I told you, this is something to do with the OS rather than an application. As you told, i removed the IDM completely and then after rebooting tried to download the file with Firefox.
I noticed a strange behavior : the speed is 0 Kb/sec and after sometime the timeout error occurs
and the file fails to be downloaded.
The file i am trying to download is JRE 7.9 from the Oracle website.

You could try removing IDM. Reboot and try your downloads again.

As you have posted; it's the OS then a Clean Install should solve the problem.

More likely that KIS is blocking it, IE8 wont allow it, and possibly the same for FF, check the KIS log and in FF add-ons/plug ins default options.

I have already freshly installed OS 2 times. This problem i remember existed since XP Service Pack 3 days.
Guys, is there any good internet optimizer.. Well i am using Tuneup Utilities which takes care of optimizing
the internet. I want to go for something better.. Any Hotfix you would suggest ??

I exited KIS and then tried the download on IDM. Fails. In IE, the speed is miserably slow.
The default option of the FF addons you said.. does it mean stating the FF without any addon
or simply clicking the "default" radio button for every addon ? One more thing i notice is that
the links from your second post work well in FF.
I will send you the logs tomorrow.

One thing to think over is that what i am trying to download is JRE 7.9 from the Oracle website. The download is
a trusted one. Therefore a anti-virus shouldn't stop it. This abnormality is seen in some other sites as well. I guess
some TCP parameters are the ones who are responsible.

Oracle implies Java, some progs, IE/FF and AV's now auto default to deny or ask.
