The BSODs are caused by TOSHIBA DIB7700 based TV tuner device.

The tuner is actually a YUAN DVB-T/Analog Hybried TV Tuner, but TOSHIBA OEM. And, Toshiba does not have any driver for that device that can work with Windows 7. In this situation, it will be the best for you to disable the device.

but i had the tv working perfectly before i decided to change from 32 bit to 64 bit !

May be the 32 bit driver worked good there. As a final test, you may get the 64 bit driver from Support :: Toshiba :: Computers, Laptops/Notebooks, Tablets, Televisions, DVD and Blu-Ray Players, Camcorders, Storage, Accessories, and more

Though it is for vista, but if it works, it will be good.
