DVD-Burner won't read empty discs

I have an old problem since vista. When i had vista installed on my laptop i inserted an empty dvd disc to burn something and the laptop said it's write protected and can't be used for burning. Now i have Win7 installed on my laptop and the same problem occurrs again. I must say the burner can read already burned DVD's and CD's. It can also burn on CD's.

Can anyone help ? the spesific model of the burner is:
Hitachi HTS541680J8SA00 ATA Device.

I had this problem with multiple drives over the years. I just gave up trying to solve and bought a new drive. If anything just make sure the firmware is up to date on the drive.

Never mind.. just found out that it's a combo drive (can read cd/dvd but can only burn CD's)
