DVD fails to read Blank DVDs and CDR

As the title said that is my problem. Before you answer, do not tell me the write head on the Optiarc 5600s is bad. It is not, It works fine in Linux. I need to find out why the DVD will not read blank discs. I unistalled Nero 10 and it rand fine then stopped working again. I installed Roxio 2011. I even flashed the BIOS on the drive,but it still will not burn blank discs in windows. I would like any sugestions if available.

Windows 7 can't recognise blank CD/DVD's

I have searched high and low to an answer to this problem the full error is:-

Windows Can't read disk in drive

Make sure the disk uses a format that windows recognises. If the disk is unformatted, you need to format it before use.

form all the posts I have read this problem has been ongoing since 2009 and I have found no resolution to it.

I have two optical drives in my machine both with the exact problem, one is ATA and the other SATA.

IDE\CdRom_NEC_DVD_RW_ND-3520AW___________________3.07____ is the ATA

IDE\CdRomTSSTcorp_DVD+-RW_TS-H653B_______________D300____ is the SATA

for what it's worth I am running Win 7 ultimate 32bit and the motherboard is a Foxconn but user manual packed away somewhere and at this time of night not taking case apart to get numbers. Other sys info pasted below.

I have tried all the recommends upper and lower filters (non-existent) un-installing drives and re-booting and running all the fix-it procedures nothing works. Surely after all this time someone knows what is happening.

Can you burn the CD/DVD? That is, can you write stuff on it with Nero or Imgburn or whatever?

Also, is that an issue with all CD/DVDs?

After posting last night, I downloaded a 3rd party burning app, with which I successfully burned a data CD and a DVD. However this is not a solution but rather temporary relief for several reasons:-

1) I am not a prolific burner and the only reason I really discovered the problem was that I attempted to create a system repair disk which uses the Windows default burning software and I can't find a way to accomplish this through the 3rd party software.

2) The 3rd party software only recognises the TSST as a CD drive and all media in it as CD's

3) As stated in original post this problem has been around since 2009 affecting 100's if not 1000' worldwide and I would have thought that some bright 'techie' at Microsoft should have found a solution by now

1000 worldwide is insignificant for MS to move its techs and go look at it.
If they didn't fix it, it wasn't prevalent enough, so it is likely a hardware issue they can do nothing about. Foxconn mobos aren't known for high-quality, and I'd put my bet on that.

Does a USB DVD burner have the same issues?

You tried leaving only ONE burner (either) and see if it changes?

Do the burners work on another computer (with a non-foxconn mobo)?

This helps you figure out your specs without opening the case, post them in your profile or here. Without full specs, help we can give is limited.

If all you want to do is doing a system repair disk (ie you don't care if the DVD burner will ever work), unless you have a good reason to, I'd make a bootable Windows 7 USB Flash Drive that is basically the same as an installation disk (so it can both repair and install) but is much faster. this tutorial tells you how (scroll down a bit to the Part 2)

Backups and additional system images/restore points go on an external HDD (unless you want to burn dozens of DVDs as those things get big very fast).

I have found a solution to this and probably quite a few other related issues. Eventually I noticed autoplay not working and the system stopped recognising any media inserted blank or otherwise, So did a search on autoplay and found this:-

GoTo find files and folders on start menu, type 'services.msc' right click and run as administrator.

In resulting box in right pane scroll down to 'Shell Hardware Detection' (chances are it's disabled)
If disabled double click and in drop down activation box select automatic, apply,OK and re-boot.

Worked for me my PC world is as it should be.
