I pulled this fix from the Internet. Not sure if it's correct since I have no way of testing it. See if it works for you.

To clear the area code drop-down list in Dial-up connection properties, follow these steps:

  1. Open Network and Sharing Center:
    • Click on the network icon in the system tray (bottom-right corner of your screen).
    • Select “Open Network and Sharing Center.”
  2. View Network Connections:
    • In the Network and Sharing Center, click on “Change adapter settings” (located on the left side).
  3. Access Dial-up Properties:
    • Right-click on your Dial-up connection and choose “Properties.”
  4. Edit Dial-up Settings:
    • In the Properties window, go to the “General” tab.
    • Click the “Configure” button next to the modem name.
  5. Clear Area Code:
    • Look for the “Area code” field in the new window.
    • If there’s an area code listed, delete it.
    • Click “OK” to save the changes.
  6. Apply Changes:
    • Back in the Properties window, click “OK” to apply the changes.
That should clear the area code from the drop-down list in your Dial-up connection properties

Picture in above link looks just like yours.

Hello,
Thanks for trying to solve this mystery with Windows 7 and the Dial-up connection properties area code drop down list associated with it. Unfortunately, the information you suggested did not work. Step 4 and 5 are incorrect. Also, there is a bug in Windows 7 and the Dial-up connection properties area code box (Leave that box empty) put the (area code) prefix-phone number in the phone number box when setting dialing rules. There is a way to clear that drop down list I can't remember how to do it.
P.S. That is my post on another forum.
