Welcome to Windows Seven Forums.

Are you able to access the Advanced Boot Options by pressing the F8 key at startup? It should list the following options:

Safe Mode
Safe Mode with Networking
Safe Mode with Command Prompt
Enable Boot Logging
Enable low-resolution video (640 x 480)
Last Known Good Configuration (advanced)
Directory Services Restore Mode
Debugging Mode
Disable automatic restart on system failure
Disable Driver Signature Enforcement
Start Windows Normally

I'd be inclined to go for Last Known Good Configuration first.

As soon as you hit the power button, start pressing the key used to enter setup rapidly.

When your computer boots up, does it say that you can press a certain key to access BIOS? On mine it is the delete key, but I've also seen Escape and Backspace.

If F2 is not working to access BIOS, try this from Toshiba support...

Esc key method

Turn the computer on. If you do not see a prompt to press the F2 key, then immediately press and hold the Esc key for three seconds, and then release it. When prompted to, press the F1 key. The Setup screen will appear.
