Entry Point Not Found for Kernel32.dll on multiple applications

I keep geting Entry Point Not Found errors on mutiple programs. I have no clue what causes it, and the programs aren't even similar. I've been just dealing with it, but now I think it's causing me to not be able to upgrade to IE10.

[PROGRAM].exe - Entry Point Not Found

The procedure entry point ResolveDelayLoadedAPI could not be located in the dynamic link library KERNEL32.dll.

Can anybody shed some light on fixing this? I don't really want to flash my system, as I don't have the time to reinstall everything. I've looked on Google, tried uninstalling, tried Hijack This (Didn't get far with that one), ComboFix, AVG Free, and currently I'm scanning with AdAware Free. Still nothing. I've also made sure the registry was clean with CCleaner.

Note, some applications happen mutiple times, I'm not sure why, but my guess would be that when it crashes it tries again. Attached is a picture of several of the errors.

Did the SFC find error it could not fix, or it found no errors? If it found errors it could not fix, and they were numerous, a Repair Install may be in order. If the SFC returns errors, post the SFCDetails.txt and we can take a look at it. A Guy

As I recall, there was nothing found. I've started the process for the flashing, but if anybody has any insight as to why this was happening, it would be appreciated. I do have a clone of the OS, but right now it's saying Windows isn't genuine. If you have any reason for that (Phone system says wrong confirmation ID) that would be appreciated as well. Otherwise I'll have to call customer support tomorrow.
