error 0x8007007e when attempting to open programs or pictures larger

its a windows 7 x64 computer, now the programs im using are basic programs that have worked for me for close to 2 years, recently when i try to view a picture larger or open programs(any program at all) i get this error 0x8007007e says there was an error and the program could not be opened showing me that error, sometimes the programs will still open anyways, sometimes i have to retry multiple times, and other times i have to restart the pc to make it work.

when i try to do a search on this error everything i find is related to windows updates mainly not being able to update. im at a loss on what could fix this problem. i would appreciate the help very much and i thank you all for your time

also i posted this in the performance section because i figured since it was photoviewer and other programs, all different types of programs that this would be the right section, i hope it is, and im sorry if it is not. thanks again.

Have you tried running system restore to a time you didn't have this issue?

Seems like some system file is missing/corrupt. Try following
