White sidebar when attempting to open a file in the Windows Explorer

When ever I try to open a file through another program (here my example was using Steam to browse for a new profile picture) the left side navigation bar is just white. Just started happening recently. Happens with all programs. Outside of programs, I can see the bar fine in a normal Windows Explorer window.
