Solved Error Accessing the Registry in regedit.

Running .reg file gives this error. In Regedit I also cannot create a new key (to add the contents of the .reg file manually.) I have Full Control in permissions for HKEY_USERS.

If I right-click on HKEY_USERS and select New...Key, I get "Cannot create key: Error writing to the registry."
I can create Keys under KKEY_CLASSES_ROOT, HKEY_CURRENT_USER, HKEY_CURRENT_CONFIG.
I cannot create Keys under HKEY_USERS, HKEY_LOCAL_MACHINE - "Cannot create key: Error writing to the registry."

I cannot create a new key in the "root" of HKEY_USERS or HKEY_LOCAL_MACHINE.

I'm testing on a frozen VM - so pretty much everything is setup how Microsoft wants it.

My guess is that this is normal.

UsernameIssues is correct. You cannot create a "root" key like that. :(

I've been digging a bit deeper into the registry, and it seems that the part in my .reg file that wants to go under
HKEY_USERS\S-1-5-21-1060284298-1004336348-1417001333-1003 needs to go under HKEY_USERS\S-1-5-21-1227516060-3212757245-1710830704-1000. It seems that this first part is possibly specific to this machine, this version of Windows, etc.

I can find a place where I can enter the rest of the keys/values.
