This is usually caused by either
1) problems with the hard drive - run CHKDSK /F to check it
or
2) a bad DVD copy - did you check the hash of the download (if downloaded). What media are you using?

I ran CHKDSK /F and the results showed no errors to hard drive

I am using a Dell 2011 Full Installation DVD Windows Professional SP1 32-Bit.purchased from Software Plus Tech.

The disk came in a sealed paper sleeve.

Additionally, I downloaded and ran the windows 7 upgrade adviser.
Disabled the security software.
Updated XP.
Disconnected all external devices.
Ran selective startup and disabled all microsoft services

This machine doesn't qualify for using such media for a Windows 7 install - you must use either a Full license disk or an upgrade disk.
OEM Recovery media are ONLY for machines which shipped with that OS installed.

NO-ONE is legally allowed to sell OEM packs like this - the Product Keys were issued to DELL for use on their machines (if they were ever issued at all) and not on any other machine.
