Error Status: 0xc000000e Can't boot, can't install...

Since a recent hardware upgrade, i can't boot. first i could not select bootable devices, then after some searching i was able to create a usb where i could start a windows 7 installation / repair from, and it seemed to work but then i get this error message :

Windows failed to start. A Recent hardware or software change might be the cause. To fix the problem:

1. Insert your windows installation disc and restart your computer.
2. Choose your langugae settings, and then click next
3. Click "repair your computer."

Status: 0xc000000e
Info: The boot selection failed because a required device is inaccessible.

I can't get to any repair screen, i can't boot normally, and i can't seem to boot from the usb stick either.

I can't think of a way to continue. I have acces to a laptop but without cd/dvdrom.
I don't care if my old windows lives or dies, i was prepared to format so i don't care about recovering anything from my old system. Everything can be wiped.

What hardware upgrade did you do? Did you try starting fresh with a new install?

Well i changed, mainboard, cpu, ram and videocard.
i had: Asus Z170a, intel i7-6700k, 16gbddr4 and Geforce gtx 960
now : Asus Z390-plus, intel i7-9700k, 32gb and Geforce gtx 1660 super.

I had it replaced in a shop, and the repairguy said he was able to get into windows.
Since i tried this at home, i was never able to get into windows again. I should go back for a followup, but i do not always have a car available (its a desktop) so i'm trying to figure things out before i have to do that again. The guy in the shop ensured me a format wasn't necessary. But now even if i try, i'm not getting past that black error screen with the message that the device isnt accesible.

when you change hardware like motherboard you will need to re install OS. cant just put a hard drive in with the os on it as it knows what the hardware was. I would take it back to them so they can put new os on it. what I would do is try removing video card use onboard video if possible and just use 1 or 2 stick of ram and see if you can get it to boot from installing disk or usb

Yeah that's exactly as i thought, new hardware like cpu means fresh os install. That's how i'm used to it. The guy in the shop ensured me that it wouldnt be necessary. Either way, it doesnt matter. It should at any point be possible to install an os. I don't know what steps could have been taken to avoid this. When i'm able i will probably have to go back with it.

New hardware requires drivers that are no on the Win 7 installation disk.
Even to install Win 7 on the Z170 + i7-6700k (Sky Lake) you had to add SATA, USB3.x and MVMe drivers to the installation disk.
On Coffee Lake you have to add SATA, USB3.x and MVMe drivers to the installation disk.

Update your Win 7 installation media
