Solved Explorer is not default

Hello Hrant,
Double check in Default Programs using the tutorial below to make sure that Internet Explorer is set as the default program for all of it's associations. Specifically the URL file extension. Afterwards, see if it will open in IE now.

Another way that might work for you.
Internet Explorer/internet options/programs/make default. Close I.E. and reopen and see if I.E. kept your settings.

you can try checking manually if internet explorer is the default browser or not.
Tools>Options>Programs>Make default.
