Extreme connectivity issues

Hello,
My HP G61 laptop running x64 Windows 7 home premium has a connection problem.
All applications except for Internet Explorer 9 cannot connect to the internet.
For example I installed Skype a while ago and it will never stop signing in unless I close from task manager.
I also installed Google Chrome and it will not connect to the internet either.
(And yes, I have tried allowing both programs through my firewall.)
So, is there any way in where I can completely reset my Internet connection settings.
This laptop has a 2.10 Ghz processor and without being able to use Skype or Chrome this laptop is useless.

The following file will reset your network stack, reset winsock, flush the DNS, reset and renew the IP etc. your machine will also reboot automatically,.

I'm not sure what the problem might be but resetting the network stack is a good place to start, if you are still having problems after the reset please post the ipconfig/all from this machine. :)

This at least proves that the problem isn't related to the network so now you can move on with other types of diagnoses.

I have no idea why Crome or Skype won't open for you but you might try using either system restore or multiple virus scans.

I have tried many virus scans and have done many system restores but these steps won't help.
I wasn't complaining, I did get what I asked for but the problem still persists.

Have you tried running any system file checking scans like sfc/scannow command?

You might try uninstalling both programs then running CCleaner to clean both temp files and the registry, then reinstall skype, chrome etc.
