Extremely Low Fps with EVGA GTX 780 TI SC

I have recently been struggling with fps problems, it started happening after I re installed window 7, I get like 60~70 fps in BF4 Low setting which is not normal at all and 40~60 on Ultra. Drivers are updated everything i good. Before I did the reinstall, everything was good, I get 100+ fps on ultra but after that everything is gone bad, I tried everything and have no idea how to fix it, I have no choice but to ask for professionals on this forum.

I do not know if this will help but recently my buddy also had a problem similar to this with a i-5 2500k, it was overheating, but the thing with it is it was also under clocking itself somehow, which made the usage go down. The problem was really unnecessarily easy and it was due to the CPU fan connector being plugged into the sys_fan not cpu_fan. So, check all connections and try changing pci slots. Good Luck
