Failed factory reset

I tried to restore my computer to factory defaults it does everything uts supposed to but when its done it restarts and just has a flashing dash in the upper left corner for hours
How do I fix this

You can try running it again from its partition at boot using the specified key, use the Recovery DIsks which should have been made as a backup or which can be ordered from your PC's Tech Support, or instead get the superior Clean Reinstall - Factory OEM Windows 7 without the factory bloatware.
