fans whir up then down

just built a new rig, Gigabyte Z87X-D3H, i5/-4870, 4gb corsair xms3, ocz zs650, put it all together
in coolermaster centurion 5 case, pressed power case fans start and cpu fan start, for a few seconds, then go off then on again repeating over and over till i switch off, i have not connected hd, optical drive or graphics card, as it has internal graphics if needed, , m/b is seated correctly with no stray screws under board, i tested psu on another board works fine, so im thinking it's either m/b or cpu... im baffled
plus i don have another intel cpu to check

Remove all mobo cables and re-attach listening for a click sound. Remove and re-install ram modules making sure you're in the recommended ram lanes per the mobo manual. Then see if you can boot to bios and report back......connections first then go from there.......did you notice a smooth install of the i5 onto the mobo and are you using the stock cpu cooler and is it plugged into the cpu fan header?

Have you actually tried completing the build, with no HDD connected the machine could simply be cycling on and off and/or detecting a hardware fault or problem causing the mobo to reset which would cause the symptoms you describe
Have you got a monitor connected yet ?
Do you see POST info ?

I have built many gigabyte based intel systems over the last few years and found the bios to be quite problematic, on several of them had a similar problem where I had to do a bios update to make the mobo compatible with the cpu
This can happen in situations where the board is released before the cpu and does not ship with cpu compatibility, hopefully this is not the case as I had to install an older sandybridge chip to flash bios then refit ivybridge chip after bios update

yes i have tried it with no hd, and connected to monitor, tried both sticks of ram in correct slots, and with no ram at all, the cpu shows no sign of burn in no broken pins etc
