One of the biggest pains about windows 7 I find is having to change ownerships on all these files, and what you're allowed to do. That might be an ok feature if you found it useful and needed it. Can you turn the whole thing off? I install something and because a feature owns it I have to change it to my ownership and give myself privledges and still can't erase the folder.

It's there to safe guard the system and removing it can brick the system. If you install windows on fat32 it doesn't have security so that will totally remove it some software can convert NTFS to fat 32 without data loss but you then open to virus/malware
