Flash drives stalls and freezes

ive had this flash drive for a bit actually, but i just noticed that when i have it formatted in ntfs the speed for the first 1/2 or 3/4 is like 25megs a second but then drops to like 19 and then eventually will like stay there, like it looks like it does nothing, like its stalling or freezing, eventually it will come to but idk, then when i have it formatted in fat32 its a slow megs but its constant and doesn't freeze or stall, my friend just got a different flash drive and it also does same thing ... anyone else have this issue or no how to fix this?

ok so i found out that in fat32 windows always shows true speed but in ntfs windows exagerates and makes it look like its going super fast even though it is not, it looks like it freezes bt rly it is just trying to catch up to the progress bar
