Don't be fooled by the 'Junior' thing. I just don't post a lot.
I've been building/configuring/fault-finding PC's since Win3.11 and DOS6.2.2
I learned machine code on an 8086 & BASIC on a Commodore Pet, so I've been there from Early Days!
There's not much about PC's I'm unfamiliar with. I'm just here to find solutions to the problems Win7 presents. Not because I'm dumb or clueless.
yes but powerdvd is better

Horses for courses - PowerDVD is great for playing (erm...) DVD's
It does what it says on the tin.
VLC is good for playing stuff which nothing else will play.
I also use the K-Lite pack but even software which can normally handle flv files, sometimes fails.
That's where VLC is useful. (I'm not plugging the player - just stating the ability to play flv's which others won't).

Absolutely on target here. PowerDVD does a pretty good job playing DVDs but that's where is ends. It is by no means a good AIO media player.

1. I would never use a codec pack. It can create all kinds of unexpected problems.
2. VLC is excellent for viewing .flv and other filetypes that Windows cannot deal with.
3. An alternative is to convert the filetype with Format Factory. In my experience conversion to .avi gives the best results, but other target filetypes work too. Here is my 3 minute video tutorial on how to use it.

I should've clarified that I used to use k-lite codecs for WinXP, but since Win7 media player can already play stuff like DivX etc, there should be no need for them now.
Plus, since I discovered QuicktimeAlt, I don't have to put up with Apple's bloated and intrusive original.

On the subject of flv's - I used to save YouTube clips, by copying the file from TemporaryInternet folder (in WinXP),then renaming it to flv and playing with VLC. However, I noticed that YouTube clips don't appear in the (hard-to-find) Win7 TemporaryInternet folder.
