Found a temporary fix for April 2016 stuck updates from another website,

Download KB3145739 from Microsoft Download website. There is W7 32 bit & W7 64 bit version.

Install KB3145739 reboot. Then search for updates. It can take up to 30 minutes. Then you can select the updates to install. Then it can take up to another 30 minutes to install. The first two reboots after the update will be slow-my experience. Microsoft left one of the Important updates unchecked, I didn't install that update. Note, if you use Microsoft Security Essential (MSE) make sure you update using the program, not windows update. The updates may look like there freezing during install, they are not it just takes longer.

I think there is still a problem because I think it slowed down again but can't verify it, tell there is more updates.

I have done a clean install of Windows 7 using Dell re-installation disk (Dell sent me one). I also use Free Macrium reflect backup and restore.

Yea that has been posted other places not sure why installing kb3145739 would do anything quite frankly :/
One small detail is the update setting need to be set at "Never check for updates" before attempting to install manually kb3145739 from here,
Might even have to restart after switching the update settings

Another quirk is Net Framework 4.6.1 might get in the way
On a 32 bit system I had to remove it and install Net framework 4.5.2 before it would work :/

Two other 64 bit systems had no issues finding and installing all of April's updates and did not need the weird manual install process or even manually check for updates.

So this whole ordeal is quite weird :mad2:
