You're mate over there needs to understand change of times change of equipment and either he pays for a decent or better system that will last another 3-4 years or be stuck behinde everyone else who is trying to hang on to the past
eventually he won't be able to do anything based on how the os and other programs are setup bascily everything that is made for todays systems basicly run for multicore cpu's single cores are done and over with just like i was telling my cousin
He was also adement on keeping a old pc which i got it to do what he wanted but other then that right now a budget is understandable but you have to shoot for something a little more pricey if you want the performance you seek
no way around any of this just do good research on the parts and what kind of specs you'll get and don't worry motherboards always come with manuals so i would dive in and do my best the worst case scenario won't turn on from lack of configuration or wrong powersupply besides that you should be golden
PS also make sure work on all wood surface and make sure no metal object areon you like watches neclaces etc just a precaution not to fry anything remember wood table and floor so you'll be grounded
