Games for windows live connection error

I've been trying to open my Games for windows live but it wont let me open. Instead it gives me an error message:

"Connection error

Can't start the program. There may be problem with your Internet Connection or the LIVE service. Open internet Explorer and try to open a Web page. If you can't, contract your internet service provider (ISP). If you can browse the internet you can find more help in the internet connection problems help file"

I don't why it says that even though I have internet connection. I tried uninstalling the games for windows live and install it again, but it gives me the same result.

I'm trying to play Batman Arkham City. And when I try to download the DLCs it requires me to open the Games for windows live, however it doesn't open and instead gives me that error msg(shown above). I tried reinstalling games for windows but it does the same thing.
