Getting error "The remote device or resource won't accept connection"

So I ran avast looking out for viruses and then it moved then to the vault and when I tried to open up my browser this morning this error showed up in the network troubleshooting. If I try using chrome it says that I can't stablish a connection with the proxy servers, I'm only able to open google but that's it. I've tried the method of going into lan settings of IE but that didn't work, I tried the turning off firewall but that didn't work either, fully deleted Avast and nothing... What is there left to do?

Try:

Run cmd as admin:
netsh winsock reset

I tried it but it said on the cmd that I have to be the administrator for it to work. I changed my laptop's administrator name mine but it says the same thing in the cmd. This might be what I need to regain my internet. Whan can I do for it to work?

Edit: Finally did what GokAy told me and it still didn't work. It keeps saying on the browser "ERR_PROXY_CONNECTION_FAILED". Can someone else help me with this? Please?

Have you checked to make sure that you don't have proxy ticked?

What was the name of the malware that Avast found?

I don't really remember what avast found. What do you mean by proxy ticked? I'm sorry, I just don't understand much about computers and stuff, which is why it's a bit difficult for me. I just know really basic stuff...

1) Under “Tools” in the browser tool bar select “Internet Options”.
2) In the “Internet Options” window that pops up, click the “Connections” tab at the top.
3) Click “LAN Settings” near the bottom of the “Connections” section.
4) If the “Proxy server” checkbox is marked with a check, click it to deselect/uncheck it.
5) Click “Ok” to close the “Local Area Network (LAN) Settings” window.
6) Click “Ok” to close the “Internet Options” window.
Reboot

If 'proxy' was already disabled, flush the DNS cache and restore MS's Hosts file:

Copy and paste these lines in Note pad.
@Echo on
pushd\windows\system32\drivers\etc
attrib -h -s -r hosts
echo 127.0.0.1 localhost>HOSTS
attrib +r +h +s hosts
popd
ipconfig /release
ipconfig /renew
ipconfig /flushdns
netsh winsock reset all
netsh int ip reset all
shutdown -r -t 1
del %0

Save as flush.bat to your desktop. Right
click on the flush.bat file to run it as Administrator. Your computer will reboot itself.

Can you connect to the net now?

see if Proxy server is checked and has any address entry (uncheck if so)

Done. What you said about uncheking the proxy in the browser worked... Though odd as I did that... Maybe it was a combination of al the stuff I did. O.O Anyways, thank you everyone for your help.
