Sometimes uninstalling spyware-type programs (all notifiers, updaters and toolbars spy on you) it requires turning them off in msconfig>Startup and >Services after hiding all MS Services first.
You referred to a toolbar. I would not have any toolbars, especially Google, except those built into Win7. Use only the stable search box built into browser which will not allow Google to spy, unless Chrome.
Finally run SUPERAntiSpyware - Downloads to root out registry keys which are intentionally left behind by spyware uninstallers. It will yank them out, but to help it do so make sure only your AV, sync, any gadgets or stickies is checked in msconfig first.
