Goat simulator with goatz dlc refuses to launch, error code 0xc000007b

ok, so I found a similar thread to this a bit earlier, only main difference is that the OP of that thread was a pirate, I however have all legitimate software, all legitimate everything (including windows) and yet for some unknown reason I am still having this issue on my end...goat simulator produces no log files, because it wont even open....I'm legit lacking any ideas of what to do, and am currently waiting to hear back from the developer of the game, but hoping to get this possibly fixed in the meantime.

This is what I would do in case of similar situation (general troubleshooting).

Make sure DirectX is up to date (especially if it uses 9.0c).
Install all x86 and x64 bit versions of Visual C++ Redistributable 2005/2008/2010/2012/2013.
Run the game exe as administrator.
